SME Product Manager

Overview:

An experienced SME Project Manager is sought to contribute to an exciting opportunity in support of IT strategy and portfolio management. The candidate will provide supervisory support in managing multiple tasks, including but not limited to analyzing and establishing requirements management, IT governance framework, knowledge management, change management, and IT project management processes and procedures. The role involves leveraging industry standards and best practice methods to ensure adherence to agency directives and achieve organizational objectives.

In addition, the candidate will support corporate initiatives and play a pivotal role in spearheading business development initiatives and proposal development. The successful candidate will prioritize initiatives related to federal agencies.


Responsibilities Include but Are Not Limited To:
Program Support:
  • Provide senior management consulting services, including strategy development and execution, IT governance, and project, program, and portfolio management.
  • Facilitate the integration of strategy and governance initiatives across various departments.
  • Support the lifecycle management of organizational governance documents, ensuring alignment with laws, executive orders, and interagency plans.
  • Ensure compliance with federal guidelines and support the governance of data and knowledge management across the organization.
  • Collaborate with the governance program team to finalize and publish key documents, including data stewardship program guidance and standard operating procedures (SOPs).
  • Develop and implement governance policies, best practices, and standard operating procedures for SharePoint usage.
  • Understand future business drivers, strategic imperatives, and the vision of future enabling technologies and capabilities, guiding digital technology trends.
  • Work as a Business Process Reengineering Specialist to reimagine methodologies and principles within the project’s management and business process efforts.
  • Conduct and perform current state assessments; perform gap analysis; develop target ‘as-is’ state and formulate the to-be state with associated execution strategy and roadmap project schedules.
  • Assist with defining and tracking key program performance indicators (KPIs) and present monthly status reports to customers and leadership.
Business Development:
  • Develop and maintain excellent relations with customers, ensuring effective communication to achieve business objectives.
  • Identify, qualify, and support the capture and closure of opportunities across the portfolio; market the full range of corporate capabilities; and maximize external and internal collaboration.
  • Participate in planning activities, pipeline reviews, solution development, proposal reviews, win theme development, and provide proposal writing and reviews as required.

Education and Experience:
  • Bachelor’s degree in a relevant field (e.g., business administration, public policy, or communications)
  • Minimum of ten (10) years of supervisory experience
  • Minimum of ten (10) years of experience supporting enterprise-level IT projects and portfolios
Work Location:
  • Work in a hybrid environment with once-a-week meetings at corporate headquarters and customer sites within the metropolitan area.

Required Skills:
  • Certified Project Management Professional (PMP) or Program Management Professional (PgMP)
  • Experience with SharePoint and MS Teams
  • Experience creating workflows utilizing MS Visio and other tools
  • Understanding of building dashboards utilizing PowerBI and Tableau
  • Expertise in Atlassian suite (Jira, Confluence, etc.)
  • Knowledgeable about AI/ML tools for work efficiency (e.g., Microsoft Copilot, GPT, etc.)
  • Experience in business development, proposal writing, and understanding of government contracting environment
  • Prior experience supporting federal agencies in a similar capacity
